Surge provides different tools, platform access levels, and support resources based on the role you perform within an opportunity. As contributors take on greater responsibility in the deal lifecycle, they gain access to additional systems designed to support discovery, proposal development, and execution.
Access levels are structured to ensure each contributor has the resources needed to succeed while maintaining a scalable and organized operating model across the Surge platform. Contributors are never required to progress beyond the role they prefer — but additional access and earning opportunities become available as responsibility increases within opportunities.
Scout Access (Opportunity Originators)
Scouts introduce opportunities to the Surge platform and receive streamlined access designed for lead submission and visibility.
Cost: Free
Scouts receive access to:
lead entry portal for submitting opportunities
stage-level tracking visibility for submitted opportunities
messaging access with the team supporting their opportunity
deal status updates
compensation tracking for originated opportunities
Scouts are not responsible for managing deal progression or coordinating proposals. Their primary role is identifying and introducing qualified opportunities.
Setter / Strategist Access (Deal Development)
Setters (Strategists) support early-stage opportunity development and prepare projects for proposal readiness.
Because Setters actively manage discovery and coordination, they receive full access to the operational tools required for opportunity development.

lead intake and opportunity qualification workflows

documented playbooks and templates

This access level equips Setters to guide opportunities from introduction through proposal readiness.
Closer Access (Deal Execution)
Closers are responsible for final proposal presentation, agreement execution, and transition into project delivery.
Because Closers coordinate directly with internal teams and partners during execution stages, they receive expanded platform visibility and support access.
Closers receive access to:
all Setter-level tools and resources
internal CRM visibility related to active opportunities
proposal coordination workflows
pricing coordination support
company-generated opportunities (when available)
direct collaboration access with internal execution teams
advanced deal management capabilities
Contributors operating as active Closers graduate beyond the paid platform tier once they are regularly participating in executed opportunities.
This access level ensures Closers can effectively coordinate proposal delivery and support successful project execution.
Role Progression at Surge
Many contributors begin by introducing opportunities as Scouts and later expand into Setter or Closer participation as they gain experience working within the platform.
